theory behind

I would like to be able to write solos like at the end of this video of jeff waters

is any theory how to write something like this that is really powerfll

That's just blues scale. Basically F# minor pent (the track is a one-chord F# groove) with a lot of bending. I think he might add a 9th here and there.
And there's a couple of nice chords at the end, right up on 9/10th fret (simple triads, but a nice contrast with single-note stuff).
And he just improvised that, of course, he didn't "write" it. (Not dissing the man's creativity, he's only demonstrating a guitar.)
If you know your scale patterns, this stuff is pretty easy. No theory required. Playing at that speed is a tad harder, of course.... But that's just practice. (hehe, "just"....)

speed wise i kill(in a good way) just nothign sound shas powerfull has that does
